All streets should be designed , built , operated , and maintained in a way that takes into consideration the needs of all users: pedestrians, cyclists, transit users, and motorists. Safe access must be ensured for all users, regardless of age or physical ability.

A great idea from the US Department of Transportation (recommended policy):
"Bicycling and Walking facilities will be incorporated into all transportation projects (new construction and reconstruction) in all urbanized areas unless exceptional circumstances exist"
